It depends upon the Liberator model originally purchased, but normally “yes”.

All models are populated with all three PRI/E1 ports (except the 0PyB versions which has BRI ports only). This means if you purchase a model with one or two PRI it can be remotely upgraded with additional interfaces being enabled.

The Liberators with BRI ports come with either 8 ports populated or 16 and to add extra ports is a factory-fit.

However, models are available populated with 16 ports but with 8 enabled so a remote upgrade is possible at a later date when required.
